Redirect to anchors
in response to your help desk post Yes, technically speaking it's possible to redirect pages to anchors within other pages. However, this is discouraged, because people who don't know about these redirects might rename or move headings, making the link you made invalid.
See if a character is really that important to give them an own page. If they are, then expand the existing info on the page you planned on linking to and move it as soon as you have a decent bit of information, leaving enough info behind for the other article to still make sense.
